Leo doesn't control the distribution of his radio show, that's Premiere Radio Network's job. Looks like the affiliate in Phoenix swapped Leo out for another PRN show, Handel on the Law. Premiere typically doesn't care which one of its hosts a station takes, just as long as they take something from the network and running their ads.
Leo's national Sunday ratings are down right now, but that's a seasonal thing because of the NFL being in-season, leading to pre-empts and people who would be in their car staying home. Lots of Leo listeners would rather watch football when the timeslots collide.
If you want to be sure to get The Tech Guy live, get an XM Radio. He's never been preempted there, even KFI sometimes strays away to cover breaking news.
